Trade Development Authority of Pakistan wants to commission a comprehensive study on Non-Tariff Barriers prevalent in Pakistan and its comparison with China and India. A. Objectives: The objective of the study are as follows: 1 . The study should comprehensively explain the types of NTBs and para-tariff, nature of differentiation and its impaction and consequences on trade and on the economy as a whole. 2. The study should also focus on analyzing the comparability or equivalency possibilities for promoting trade between Pakistan and China and India. 3. The report should also identify why NTBs are necessary to protect areas like environment, public health, sanitation, or to protect deplete able natural resources and how they are criticized as a means to evade free trade and WTO rules ¡n particular. B. Proposals are invited from Consultants (national level firms/joint ventures between national and/or international firms). CI Sectors to be covered: Study should mainly focus on four specific sectors in each country for comparison: 1 . Textiles 2. Pharmaceutical 3. Automobiles and 4. Food Manufacturing Each Sector should cover NTBs like: a. Specific limitations on trade b. Customs and administrative entry procedures C. Standards d. Government participation in trade e. Para-tariffs f. Other NTBs (voluntary export restrains, orderly marketing agreements, etc.) D. Consultants are required to submit the first draft within 90 days, whereas the final report ¡s to be submitted within 120 days (maximum) from the date of initiation. E. Core expertise qualifications required: 1 . At least 5 years experience of carrying out trade/economic related studies preferably for public sector organizations. 2. Should have qualified staff in the relevant field. 3. Having sound knowledge and understanding of trade and economy. 4. Linkages with the private sector organizations for procurement of relevant information. F. Interested firms may submit their ‘Technical Bids’ and ‘Financial Bids’ in separate envelopes at the name and address given below, latest by Saturday, October 22, 201 1 till 1 1:00 a.m. The ‘Technical Bids’ should at least cover company profile alongwith registrations with relevant authorities, relevant documents as per the requirements mentioned above, details of employees, projects completed alongwith completion certificate, etc. The ‘Financial Bids’ should cover consultant fee, other relevant charges including all taxes (lump sum amount). G. The ‘Technical Bids’ would be opened on the same date at 1 1 :30 a.m. in the presence of those bidders who wish to attend. However, the short listing of the firms would be done on the basis of submitted bid and presentations. The ‘Financial Bids’ of those firms would be opened who would qualify technically after the presentation. The date of opening of ‘Financial Bids’ would be communicated to short listed firms separately.
