CIDA External MonitorThe Canadian International Development Agency (CIDA) invites applications from suitably qualified candidates to fill the position of External Monitor. This is a 130-day assignment over a one year period, with a possibility of extension for up to five years. The role of the External Monitor (hereafter referred to as “the Consultant’) will be that of an independent monitor to the CIDA-funded Enhancing Employability and Leadership for Youth (EELY) project (hereafter referred to as ‘the Project’), based in Gilgit-Baltistan and Chitral, Khyber Pakhtunkhwa (hereinafter referred to as the Target Area’). The six year Project seeks to: . Increase employability (employment and self-employment) of male and female youth, and; . Strengthen the engagement of youth leaders, in partnership with the state, civil society and the private sector in support of programs and policies that promote their leadership. The Project is managed by Aga Khan Foundation Canada (AKFC) and implemented by the Aga Khan Rural Support Programme (AKRSP) in partnership with Aga Khan Foundation Pakistan (AKFP). The Consultant will observe and comment on the efficiency and effectiveness of the Project and provide CIDA with ongoing advice, recommendations and proposed sdutions when required for the appropriate execution of all Project activities in order to achieve the operational and developmental results of the Project Under the direction of CIDA, the Consultant will conduct regular periodic assessments of the Project and provide analysis, assistance and advice to CIDA to support informed discussion on approaches to project management and expectations of the Projects immediate, intermediate and ultimate results. CIDA’s approach to project management, induding independent monitoring, focuses on achieving outcomes, implementing performance measurement, learning, and adapting, as well as reporting performance. Below, please find a summary of the position’s mandatory requirements, additional desirable qualifications, and application and selection process. Qualifications The Consultant is expected to be at senior level with a team of up to three sub-contractors at the junior to intermediate level. The Consultant should: . Have a Masters or doctorate-level degree in Social Sciences or related field; . Be a reliable and effective international development consultant with 15-year experience in conducting monitoring and I or evaluation assignments and a proven record delivering professional results; . Have knowledge of youth development issues and experience with development projects that provide skills training, employment opportunity and leadership skills and institutional development; . Be proficient with results-based management orientation and practices; . Be knowledgeable of, and ¡or be a proficient practitioner of gender equity policies; . Be willing to travel extensively in the Target Area; . Possess very good analytical and writing skills and an ability to meet deadlines; .
