FROM THE AMERICAN PEOPLE Assessment and Strengthening Programme (ASP) is a USAID funded Programme which is designed to bring the management of Pakistani Civil Society Organisations (CSOs) and the Government of Pakistan (GOP) organisations to a higher level of management excellence, accountability and transparency. Lahore University of Management Sciences (LUMS) is a participant in the realisation of this proposal. Its role is to provide the academic resources required to assess and strengthen Pakistan’s CSO and GOP resources, as well as to provide the infrastructure and technical support required to deliver this education. Applications are invited against the following key position of ASP-LUMS: Procurement Training Specialist: Position Purpose: The Procurement Training Specialist will lead the capacity building activities of the Assessment and Strengthening Programme (ASP) in the area of procurement. He! She shall supervise and track the tasks of capacity building, need identification, development, designing capacity building plans, preparation of institutional development manuals and system documents related to the area of procurement. He! She shall ensure the quality of the capacity building activities of the programme. Main Responsibilities: . Supervise the activities and strategic planning for capacity building of ASP in the area of procurement . Supervise the ¡mplementation of the strategic plan . Work with the LUMS faculty to initiate and supervise any research, cases, articles and working papers . Provide strategic and leadership directions in planning, designing, managing research and training activities in the area of procurement . Review capacity building activities like development of governance systems, system documents, Standard Operating Procedures (SOPs) and training curriculum for the ASP beneficiaries like the Government, the Civil Society Organisations (CSOs) and the private sector entities in the area of procurement . Assess the capacity needs of LUMS faculty and the quality of the services provided by them in the area of procurement . Advocate and provide policy advice on key capacity building issues related to procurement . Develop material which educates different audiences in the public, private and the CSOs to promote good governance in the area of procurement . Oversee technical support in facilitating collaboration on the capacity building component amongst the national and provincial levels in the area of procurement • Strategic meetings with the steering committee and chief of party Qualification & Knowledge Required: . A Masters degree in Social Sciences/Management Sciences from a HEC recognised university . Strong knowledge of USAID procurement policies and processes followed by GOP . Knowledge of training requirements of different departments of the Government, on the provincial and federal level . Basic knowledge of MS Office Experience & Skills Required: . Atleast 12-15 years of progressive experience in concerned area . Demonstrative experience in institutional development initiatives and capacity building of Government and Civil Society Organisations .
