::::::::::: ,&!% ::•: SA I D ¡f ,M FR011 THE AMERICAN PEOPLE jJ ASP-LUMS JOB OPPORTUNITY Assessment and Strengthening Program (ASP) is a USAID funded Program which is designed to bring the management of Pakistani Civil Society Organizations (CSOs) and the Government of Pakistan (GOP) organizations to a higher level of management excellence, accountability and transparency. Lahore University of Management Sciences (LUMS) is a participant in the realization of this goal. Its role is to provide the academic resources required to assess and strengthen Pakistan’s CSO and GOP resources through requisite training and research. Applications are invited against the following key position at ASP-LU MS: Deputy Chief of Party Position Purpose: This is a key management position with overall responsibility for designing, planning, implementing, monitoring and reporting of the capacity building and institutional strengthening portfolio of the ASP. The DCOP shall supervise the operational functions of the Project Management Unit (PMU). Main Responsibilities: 1. External Responsibilities: a. Identify/validate institutional capacity issues in target organizations in the areas of organizational governance, financial management and overall organizational management including but not limited to organizational policies, system, system documents, procedures. SoPs, internal controls, regulatory compliance and human resource capacities. b. Based on the identified needs, develop capacity building plans for targeted institutions/organizations and supervise the implementation of these plans. 2. Operational Responsibilities: a. Develop high quality periodical progress and other reports as and when required by the USAID including Quarterly Progress Report and Annual Progress Report. b. Develop and implement efficient and reliable systems, mechanisms and processes to ensure effective communication and coordination with USAID and ASP’s implementation partners. C. Oversee development of high quality resource materials for institutional development, including but not limited to policies, system documents, training manuals, handbooks, templates, do-it-yourself guides and web-based materials etc. d. Evaluate Monitoring and Evaluation (M&E) efforts for both performance and compliance monitoring. e. Ensure effective communication, sharing and learning within the ASP team. f. Provide support to COP in ensuring compliance with the policy and legislative requirements of USAID as stipulated under the Cooperative Agreement. g. Act as Officer in Charge in the absence of the COR h. Coordinate for meetings of Steering Committee and Strategic Working Group. 3. Reporting Relationship: a. Following areas of ASP-LUMS would be under your area of responsibility: i. Finance&Grants ii. Human Resource Management iii. Compliance iv. IT 4. Undertake any other duties assigned by the COP. Qualification & Knowledge Required: . MBA, CA or a Master’s degree in Humanities or Social Sciences . Familiarity with relevant laws, acts, codes and rules of business applicable to government and non- government organizations with respect to financial management, accounting, procurement management, disclosure and regulatory compliance Experience & Skills Required: . At least 10 years of experience in relevant fields . Experience in Project Management . Demonstrated experience of managing various components of institutional development and capacity building of local organizations especially government organizations . Excellent interpersonal, communication and team management skills .
