AGA KHAN FOUNDATION (Pakistan) The Aqa Khan Foundation (AKF), an agency of the Aqa Khan Development Network (AKDN)I is a private, non-denominational, international development aency estaUished in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with seciaI enipbasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of locus are education, health, rural development, environment and strengthening civil society. AKF(P) is seeking high calibre professionals for the USAID funded Project, Satpara Irrigation & Agriculture Development Project (SIADP) located in Skardu, Gilgit-Ballistan. The main components of the Project are: Efficient use of on farm water, Enhancing Productivity cf High-Value Horticulture and Dairy Products, Enhancing Processing and Marketing Capacity of the Area, and Creating an Enabling Environment for the Agriculture Sector to Grow. The project will involve: strengthening governance, private sector development, agricu hure and micro-finance. The following positions will be based in Islamabad: GRANTS/ ACQUISITION MANAGER The incumbent will play a key role in overseeing all the procurement (ot goods and services including engineering and construction services) and donor (USAID) compliance fcr the Salpara Project. Main Duties 8 Responsibilities: . To prepare and review budget and financial reports for Annual Satpara Budget . Maintains grants in compliance with USAID Grants AanuaI and USG and USAID regulations (FARs and AIDARs) as well as internal AKF(P) policies and regulations . Advises and assists the Director in the preparation and implementation, monitoring and evaluatìcn of contracting documents graits and short-term technical assistance . To liaise with programmes, procurement and finance departments, ensuring that grants are closed as per schedule agreed with USAID . Provides guidance, as necessary, on all potential sub-gíantees on the requirements of the proposal preparation and submission process, Inancial management requirements, and any other administrative requirements pertinent to working with a USAID-financed activity Required Qualifications: The incumbent should have a minimum of Bachelors degree and at least 10 years of relevant experience working on all stages (design to construction) of engineering projects and familiarity with USAID policies and procedures. Candidates wh good written & spoken English, excellent interpersonal skills arid knowledge of MS Office, flexibility to travel and abìty to work in a diversified team environment are encouraged to apply, PROGRAMME OFFICERS the incumbent will report to the Director Rural Development and will play a key role for the Salpara Project. Main Duties & Responsibilities: . Provide leadership and oversight for programme planning, implementation, monitoring and evaluation of the project . To ensure timely delivery of Programme rebted documentation and will be the responsible person for reviewing regular progress reports for the senior management . To provide technical assistance and coordination support to partners in the preparation of annual work plans and assists in the design of project implementation strategies and budgets . To provide suppo to the project and ensuring information-sharing, integrated planning across all Programme components and implementers Required Qualifications: The incumbent should have a minimum of Bachelors degree in Social Sciences preferably in Economics or Rural Development and at least 5 years of relevant experience in the development sector and demonstrated experience in programme/project management. Working knowledge of development interventions relating to governance, economic development and private sector development is desirable.
